The technical and quality requirements are governed by the DLA Master List of Technical and Quality Requirements, with applicable revisions tied to the solicitations issue or award date depending on the acquisition size. The product must comply with DLA packaging, identification, and labeling mandates, including physical marking of bare items and removal of government identification from non-accepted supplies. Sampling and inspection follow MIL-STD-1916 or ASQ H1331, with zero non-conformances required unless otherwise specified, and quality attributes are assigned verification levels or AQLs based on criticality. Components must originate from qualified manufacturers listed on approved QPLs or QMLs per procurement note H02. Configuration changes require formal engineering change proposals and variance requests, and inspection and acceptance must occur at the manufacturer’s origin. The contract involves export-controlled technical data subject to ITAR or EAR regulations, restricting disclosure to authorized parties with JCP certification and completed DLA training. Cybersecurity compliance requires CMMC Level 2 certification through a certified third-party assessment organization. Item Unique Identification is waived per customer request, and DFARS clauses 252.211-7003 and 252.225-7048 apply.
