Solicitation # N0003926RE014
The Naval Information Warfare Systems Command (NAVWAR) is soliciting proposals under RFP N0003926RE014 for the Egyptian Navy Autonomous Intelligence Systems (AINTS) Platform Integration. This Foreign Military Sales effort supports the Egyptian Navy by procuring the design, engineering, procurement, integration, testing, installation, training, and field service representative (FSR) services for AINTS platforms. The scope of work includes the delivery of specific hardware, including six V-BAT UAVs, six ESM (2-40 GHz) units, and six COMINT (2 MHz) units, along with unmanned surface vehicles (USVs) and spare parts. The contract is estimated for a three-year period of performance with an award window between June 2027 and June 2030. The acquisition utilizes a hybrid pricing structure consisting of Cost Plus Fixed Fee (CPFF) for labor, cost-reimbursement for travel and other direct costs, and Firm-Fixed-Price for materials and equipment. Award will be based on best value, where non-cost factors, specifically technical and management approaches, are significantly more important than cost. Due to the sensitive nature of the requirements, the Statement of Work is designated as Controlled Unclassified Information (CUI), requiring interested Department of Defense contractors to submit a signed Non-Disclosure Agreement to gain access. Proposals must be submitted via the PIEE SOL module and include detailed volumes covering contractual information, cost narratives, and technical capabilities.

This non-commercial, two-year Firm-Fixed Price Requirements contract covers the production of AN/USM-670A Joint Service Electronic Combat Systems Testers (JSECST), Laboratory JSECSTs, and associated Retrofit kits. The AN/USM-670A and Laboratory versions provide end-to-end functional testing for Electronic Combat systems in the field and on operational aircraft, respectively, while the retrofit kits upgrade existing units to the current configuration. The contract structure includes a 12-month basic period and one 12-month option period, with estimated quantities totaling 43 AN/USM-670A units, 2 Laboratory units, and 20 Retrofit kits. Delivery timelines are set at 18 months after receipt of order for the tester units and 9 months for the retrofit kits, though early delivery is permitted. Due to the specialized nature of the equipment and the lack of available technical data, the government identified Textron Systems, formerly AAI Corporation, as the only responsible source capable of satisfying the requirements. This procurement was conducted under the authority of 10 U.S.C 2304(c)(1) and FAR 6.302-1.
