INVITATION TO BID Project: Production Well No. 2 Raw Water Transmission Main NYS EFC DWSRF Project No. 18604 Owner: Town of Beekmantown 571 Spellman Road West Chazy, NY 12992 Architect/Engineer: Architecture, Engineering, and Land Surveying Northeast, PLLC (AES Northeast) 74 South Platt Street Plattsburgh, NY 12901 The Town of Beekmantown will receive sealed Bids at the Town Offices located at 571 Spellman Road, West Chazy NY 12992, until 2:00 PM on October 29, 2026, at which time and place the Bids will be publicly opened and read aloud. Bids not received by the indicated time will not be opened. The project will be bid and awarded as One (1) Prime Contract. Work is generally described as follows; General Construction (GC): Provide and install approximately 5,360 linear feet of 4-inch raw water transmission main, consisting of approximately 2,523 linear feet installed by horizontal directional drilling and 2,837 linear feet installed by open-cut construction, extending from the well site located off Ashley Road to the existing raw water transmission main near the intersection of Spellman Road and Maple Ridge Drive. The Owner requires the project to be substantially completed on or before June 30, 2027 and final completion on or before August 31, 2027 A pre-bid conference has been scheduled for October 6, 2026 at 9:00 AM at the Town of Beekmantown Town Offices located at 571 Spellman Road, West Chazy NY 12992. Bidding Documents shall be electronically downloaded free of charge at www.aesnortheast.com under the AES BID ROOM link at the top of the webpage then navigating down to the Bidding and Upcoming Projects Menu and the “Bidding Now” tab. Plan holders will be required to fill out contact information and upon submission will be automatically redirected to the OneDrive where the plans are hosted. Printing is also available at our standard rates. Bidding Documents may be examined at the office of the Architect/Engineer, AES Northeast, 74 South Platt Street, Plattsburgh, New York, 12901. It is the policy of the Owner to encourage disadvantaged business enterprises, including minority and women business participation in this project by contractors, subcontractors and suppliers, and all bidders are expected to cooperate in implementing this policy. Additionally, all Bidders shall comply with the New York State Environmental Facilities Corporation Equivalency Project Mandatory State Revolving Fund Terms and Conditions For Equivalency Projects Funded with NYS Clean Water State Revolving Fund or Drinking Water State Revolving Fund Effective October 1, 2025. Bids shall be submitted on the provided forms in accordance with the Instructions to Bidders. Each Bid must be accompanied by a security deposit in the amount of 5% of the Bid and subject to the conditions provided in the Instruction to Bidders. The successful Bidder shall be required to furnish a 100% Performance Bond and a 100% Payment Bond. Contractor’s bids are irrevocable for a period of (45) days after submission.
