The City of Tucson's Transportation and Mobility agency is soliciting professional design services for the 22nd Street Improvement Project, spanning from Interstate 10 to Kino Parkway. This initiative, part of the RTA Next plan, focuses on a Complete Street Modernization to reconstruct the corridor into a four-lane median-divided roadway featuring bicycle and pedestrian facilities, full pavement reconstruction, and drainage improvements. A critical component of the project is the implementation of grade separation at the Union Pacific Railroad Nogales Subdivision. The initial contract is limited to the delivery of a Design Concept Report (DCR) that must adhere to the Tucson Street Design Guide and ADOT Stage Deliverables Checklist, including traffic reports, preliminary surveys, geotechnical reports, and itemized cost estimates. The overall goal is to reach substantial project completion by the end of 2031. Solicitation number 270173 was posted on November 2, 2026, with a response deadline of November 30, 2026. The selection process is points-based, evaluating firms on team experience and qualifications (35%), available resources and methodologies (20%), and firm policies and procedures. The City may use a one-step or two-step process, with final selection based on the most qualified offerors entering negotiations for fees and terms. Awardees must comply with Small Business Enterprise (SBE) participation goals and provide a good faith effort certification. The contract requires adherence to strict cybersecurity frameworks, such as NIST and ISO/IEC 27001, and mandates that key personnel remain stable throughout the project. All submissions must be made electronically via the City's OpenGov portal to be considered.
