Advance Contract Award Notice (ACAN)Professional Development – Operational Stress Injuries (OSI)An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.1. Definition of the requirementa. The 2nd Canadian Division (2 Cdn Div) is looking for a service provider to meet the needs related to mandated programs for units and formations in the Quebec region. A total of 11 sessions between January and March 2023 are required. The sessions will take place on bases and garrisons in Montreal, Valcartier and Saint-Jean.b. This professional development will be in two parts and the service provider will have to adapt to the set schedule and be present for the entire period of the professional development, in order to ensure a smooth running. useless :i. Part 1 of a maximum duration of 90 minutes: The service provider must offer a pictorial conference, in French, where the emotions will be presented in an obvious way to the participants. It’s not a question of presenting a conference on the theory behind Operational Stress Injury (OSI) but to present the emotions experienced by different groups in the environment of the Canadian Armed Forces (CAF) who live with or relate with OSI. This conference must be developed from testimonies representing the reality experienced by members of the CAF throughout their career. Speakers need to be able to highlight the traumatic events in members' careers that led to an OSI. The goal is for participants to feel the reality experienced by each member of the military organization struggling with an OSI situation. These members being:(a) A veteran, male(b) A veteran, female(c) An active soldier(d) An active reservist(e) A spouse (spokesperson for the family: children, parents and friends)ii. Part 2 of a maximum duration of 60 minutes: The service provider must lead a discussion, immediately after the performance, in order to allow the participants to evacuate the excessively present emotions which could arise. 2 Cdn Div will have on site social workers, chaplains and Sentinel members who will accompany participants who may feel the need. The facilitator will have to work in collaboration with these people.c. The goal of this professional development is to enable all members of the organization, military (regular and reservists) and civilians, to understand OSI and thus be able to detect it and better support their colleagues struggling with it.2. Statement of Capabilities Evaluation Criteria (Minimum Essential Requirements)Any interested supplier must demonstrate by means of a statement of capabilities that it meets the following requirements:a. Demonstrate that he proposes a pictorial conference where the emotions will be presented in an obvious way to the participants.b. Demonstrate that the various emotions presented to the participants truly reflect the emotions experienced by different groups in the Canadian Armed Forces (CAF) environment who live with or are close to Operational Stress Injuries (OSI).c. Demonstrate that speakers can highlight the traumatic events in members' careers that led to an OSI.d. Demonstrate that the conference will have to be developed from testimonies presenting the reality experienced by members of the CAF throughout their career.3. Applicability of the trade agreement(s) to the procurementThis procurement is not subject to any trade agreement.4. Set-aside under the Procurement Strategy for Aboriginal BusinessThis procurement is not subject to any set-asides for Indigenous Suppliers.5. Comprehensive Land Claims Agreement(s)This procurement is not subject to a Comprehensive Land Claims Agreement.6. Justification for the use of a pre-selected supplierThe chosen supplier is currently offering conferences on the emotions experienced by different groups in the Canadian Armed Forces (CAF) community who live with or are close to OSI. Their conference was built from hundreds of testimonials from members of the CAF suffering from OSI. This supplier also included testimonials from spouses, children, friends and other family members. These testimonies are all represented by 5 speakers representing the veteran, the active military, the active reservist and the spouse (family spokesperson: children, parents and friends). The vendor facilitates the post-conference discussion with input and collaboration from military and civilian members of 2 Cdn Div. The supplier travels with his stage technicians and a portable stage. Performance venues are located on 2 Cdn Div military bases.7. Exception(s) to Government Contracts RegulationsThe following exceptions to the Government Contracts Regulations are invoked for this procurement:a. Paragraph 6c – “the nature of the work to be contracted for is such that it would not be in the public interest to solicit bids”.b. Paragraph 6d – “only one person is capable of performing the contract”.8. Exclusions and/or Limited Tendering ReasonsThis procurement is not subject to any trade agreement.9. Intellectual property titleTitle to intellectual property arising from the proposed contract will vest in the contractor.10. Period of the proposed contractFrom January 10, 2023 to March 30, 2023.11. Estimated cost of the proposed contractThe estimated value of the contract, including any options, is $68,750.00 (GST/HST extra) for 11 performances.12.
