Professional Engineering Design Services For The Neighborhood Sidewalk Infill Project

The City of Escondido is seeking qualified engineering consultants to provide professional design services for the Neighborhood Sidewalk Infill Project, which will deliver new Portland Cement Concrete sidewalks, curbs, gutters, driveways, and ADA-compliant curb ramps across three designated neighborhoods within the city. The selected consultant will be responsible for comprehensive design phases—from initial right-of-way surveying and base mapping through the preparation of 30%, 60%, and 90% design plans to the final bid-ready Plans, Specifications, and Estimates package. All designs must comply with ADA standards, PROWAG guidelines, Caltrans and Greenbook Specifications, and local stormwater requirements, while also adhering to federal regulations associated with Community Development Block Grant funding, including Davis-Bacon prevailing wage laws. The project spans a performance period ending March 31, 2027, with the contract concluding by December 31, 2027, and is contingent upon annual appropriations of funds. Proposals must be submitted by August 13, 2026, via mail or email to the Public Works Department and are limited to twenty-five pages. Evaluation criteria prioritize the consultant’s understanding of the scope (30%), relevant experience in similar public infrastructure projects (25%), qualifications of the assigned team (20%), familiarity with local, state, and federal procedures including CA MUTCD and the Caltrans Highway Design Manual (15%), and demonstrated technical proficiency in AutoCAD and project coordination (10%). The award will be made based on a trade-off analysis, not lowest price, favoring the proposal that offers the best overall value through quality, experience, and technical merit. Key personnel must be pre-approved and listed in Attachment B, with substitutions requiring written consent. The contract mandates strict compliance with federal lobbying prohibitions under the Byrd Anti-Lobbying Amendment, requiring disclosure of any non-federal funds used for lobbying via SF-LLL.
