The Town of Orange Park is seeking qualified engineering firms to provide professional services for the FDEP State Revolving Fund Supplemental Appropriation for Hurricanes Helene and Milton Collection System Resiliency and Hardening Upgrades project, to be selected under the Consultants’ Competitive Negotiation Act. Proposals must be submitted in sealed envelopes marked with the solicitation number RFQ-03-2026, including one original, six copies, and a flash drive, delivered to the Town Clerk’s Office by June 11, 2026, at 2:00 PM local time. The contract will be structured as a master agreement with a three-year base term and two optional two-year renewal periods, under which individual work orders will define specific project scopes, deliverables, and performance timelines. Evaluation is based on a 100-point weighted system prioritizing experience with municipal wastewater and lift station infrastructure, familiarity with SRF programs and small municipal utilities, knowledge of the Town’s existing systems, project management approach, and past performance. Award will be made through a trade-off process, not based on lowest price, allowing the Town to select the proposal deemed most beneficial to its interests. Offerors must submit required exhibits including a certification of truthfulness, a price proposal, and agreement forms, and must comply with E-Verify enrollment, flow-down requirements to subcontractors, and minimum insurance coverage including $300,000 public and automobile liability and $250,000 professional liability. The Town retains authority to inspect and approve all work at the project site, with inspection and acceptance responsibilities primarily borne by the consultant subject to Town oversight. All personnel are subject to background checks and potential removal at the Town’s discretion, and subcontracting requires prior written approval. The Town may terminate for convenience, suspend work upon discovery of hazardous conditions, and disqualify proposers for collusion, misrepresentation, or affiliations with state sponsors of terrorism or participation in the boycott of Israel. The contract does not specify a dollar value, and no federal contracting clauses, UEI/CAGE codes, or socioeconomic certifications are required, although compliance with Florida statutes and local regulations is mandatory. Payment is processed through the Town’s Finance Department, with invoicing tied to purchase orders issued prior to service delivery.
