The Lone Tree corridor is located within Flagstaff, Arizona, east of downtown, running north-south and crossing the Interstate-40 (I-40) corridor. The Regional Land Use and Transportation plan identifies Lone Tree as a minor arterial connection between downtown Flagstaff and JWP. A corridor study was completed in 2006, including a conceptual alternative providing the flexibility to implement a traffic interchange with I-40, as well as enhance the multi-modal initiatives of the community, including expansion of the Flagstaff Urban Trail System (FUTS) and accommodation for transit stops. The corridor study provided realignment options for Lone Tree Road between Woodland Drive and Pine Knoll Drive. For the purposes of this study, Option A - keeping Lone Tree along its current alignment - shall be assumed, as the relocation of Kinsey Elementary School is anticipated prior to implementation of improvements along this segment of Lone Tree Road. Additionally, the 2006 corridor study recommended a new alignment of Lone Tree Road from Pine Knoll Drive to JWP, including a new traffic interchange (TI). A current development, Juniper Point, has received civil plan approval to construct approximately 1,500-ft of the new Lone Tree alignment, referred to on the plans as Juniper Point Boulevard. This Juniper Point Boulevard alignment shall be assumed to represent the southernmost alignment for planning and design purposes, as well as the existing Lone Tree Road alignment. The selected firm shall collaborate with the City's Transportation Planning and Engineering Sections to evaluate traffic demand associated with existing entitlements, proposed developments, and anticipated future land uses within the Lone Tree Road project area. The model results will be provided to the firm to determine if a TI at the I-40 and Juniper Point Boulevard is required, or if a grade-separated over/under-pass without an interchange will meet long-range mobility and safety needs. Additionally, it is anticipated that the model results will be used to determine the ultimate cross-section for the existing Lone Tree Road segment south of Pine Knoll Drive, including an evaluation of whether a 3-lane or 5-lane configuration is warranted. The project presents an opportunity to improve pedestrian and bicycle infrastructure through improved ADA compliance, safer crossings, and greater separation from motor vehicle traffic. Reconstruction and expansion of the existing roadway, curb and gutter, utility adjustments, curb ramps, sidewalk, lighting, pavement markings, and signing are included in this project. A goal of the project is to improve multimodal safety and mobility by providing complete streets in accordance with the City's 2022 Active Transportation Master Plan (ATMP) The work is anticipated to occur partially within existing City of Flagstaff roadway right-of-way, and additional right-of-way is required in various locations. Full closure of Lone Tree Road for construction is not likely, therefore phasing of work shall be planned for in this design. Deliverables for this Project include, but are not limited to, draft and final Feasibility Report, preliminary environmental, drainage, traffic, utility and right-of-way analysis, 15-percent plans, and engineer's construction estimate. The Firm shall also conduct project update meetings, comment resolution, and public outreach including coordination, exhibit preparation and attendance of a public event.
