The City of North Port is seeking professional engineering services for the comprehensive replacement of Water Control Structures No. 121 and 130, which are critical for flood control and water supply management. The project involves designing new manually operated stainless steel gates, structural components, and associated supports, ensuring they meet wind rating standards. The scope includes detailed structural design, material evaluation, electrical installation for gate operation, and the development of an accessible aluminum catwalk, with coordination for land easements and permits from agencies such as USACE, FDEP, and SWFWMD, including compliance with CDBG-DR requirements. Extensive site investigations are required, including underwater subsurface, bathymetric, geotechnical, and wildlife surveys, to inform foundation design and erosion protection strategies. The project emphasizes utility coordination, land access, and environmental considerations, with a focus on minimizing construction impacts through flow bypassing and dewatering plans. The selected consultant will prepare all necessary engineering drawings, reports, and permit applications, progressing through 60%, 90%, and 100% design phases, and providing bid and construction phase support such as shop drawing review, RFI responses, and site inspections. The project must be completed within 365 days from the Notice to Proceed, with a structured review process allowing at least ten business days for City comments on each submission. The contract, valued between $500,000 and $2,000,000, aims to ensure the structures' reliable operation to control water levels, prevent flooding, and support the City’s water supply, while adhering to all regulatory, environmental, and safety standards.

SCOPE OF SERVICES: The scope of work is a general guide to the work the City expects to be performed by the Consultant and is not a complete listing of all services that may be required or desired. The engineering services include design, permitting, bidding and construction assistance for the replacement of water control structure (WCS) No 114. PROJECT DESCRIPTION: WCS No. 121 is located on the MacCaughey waterway south of Price Boulevard and WCS No. 130 is located on the Bass Point waterway just north of its confluence with Cocoplum waterway. WCS No. 121 is equipped with four gates and WCS No. 130 is equipped with two gates. These gates are operated in the closed position in order to allow storage of water similar to a reservoir. In anticipation of pending storm events and as the water level rises, the gates are opened as needed to reduce flooding and discharge water eventually into the Cocoplum waterway. The water in the Cocoplum waterway serves as a raw water supply for the City’s Water Treatment Plant. Thus, the proper functioning of these gates and structure are critical to the City's ability to control water levels, minimize adverse impacts from a storm event and supplement the City’s potable water supply. This structure was constructed in the 1950’s. Over time, extensive corrosion has developed in the sheet metal weir piling, concrete supports, gates and catwalk. The intent of this RFP is to invite Engineering firms (Consultants) to provide proposals for the design, survey including underwater survey, geotechnical services, wetland and protected wildlife species survey, permitting, bidding assistance and limited construction engineering services associated with the replacement of WCS Nos. 121 and 130. The number of gates will be unchanged in each structure. All new gates will be manually operated, stainless steel pull-up type of replacement gate design. Design will require approved exemptions from the Southwest Florida Water Management District (SWFWMD) and US Army Corp of Engineers (USACE) or Florida Department of Environmental Protection (FDEP) 404 Program permits. Design work includes: • Detailed complete structural design of the weir structure, catwalk and all associated catwalk and gate supports needed to meet the City’s approved wind rating. • Evaluate and recommend to the City the proposed weir structure material. • Install an electric line that runs from land out to the gate operators with an electric outlet that would allow the City to energize it with the use of a City truck mounted generator for screw gun operator to open/close the gates. No lights are proposed for the catwalk. • Design the replacement aluminum catwalk access from the side that has access on land that is owned by the City. The City is currently pursuing the purchase of additional land for access and this will be coordinated with the selected consultant during the design phase. • Consultant shall evaluate, provide sketch and description, perform the negotiations and obtain any permanent easement and temporary construction easement needed. City will pay for the easement cost if any, from the landowner. • Include a cost estimate for the construction cost for the project. • Must meeting all design, survey, NEPA permitting requirements from the Community Development Block Grant Disaster Recovery (CDBG-DR) through Sarasota’s Resilient SRQ program. As part of this design, the Consultant shall conduct an underwater subsurface survey of the canal to determine the nature of the canal bottom and side slopes, the depth and extent of rock rubble and concrete at the canal bottom and bathymetric survey of the contour elevations of the canal bottom. The underwater subsurface and bathymetric survey shall be conducted for the entire width of the canal including the bank side slopes, for a sufficient area upstream and downstream from the proposed location of the new structure. Topographic survey shall include all land access and construction equipment/material staging areas and buried utilities survey. Geotechnical engineering services shall include, but not limited to, recommendations for foundation design, depth of sheet piling, soil conditions and erosion protection. The location and design of the new structures shall consider accessibility on City owned lands, available drainage right-of-way and easements and all conflicts with existing above and below ground utilities and other structures. The REQUEST FOR PROPOSAL NO. 2025-08 PROFESSIONAL ENGINEERING SERVICES FOR WATER CONTROL STRUCTURE NOS. 121 AND 130 REPLACEMENT Page 21 of 62 consultant shall participate in ground-breaking and ribbon-cutting ceremonies for the construction phase of the project if held. PROJECT REQUIREMENTS: This work shall include the following engineering services for the design, permitting, bidding and construction assistance for the replacement of WCS Nos. 121 and 130. 1) Preparation of all required drawings, engineering studies, analysis and associated reports and permit applications, as required, for the USACE, FDEP and SWFWMD. Project must also meeting CDBG-DR requirements. Plans and calculations shall be signed and sealed by a Florida Licensed Professional Engineer. 2) Conduct soil, hydrology, geotechnical and wildlife survey evaluation of the area related to the project. 3) Prepare Specifications and 60%, 90% and 100% design plan documents with construction estimates and bid forms. 4) Construction bid phase services to include attending pre-bid meeting, response to bid questions and preparation of any needed bid addendum. 5) Limited construction phase services to include: a. Shop drawing reviews b. Responding to any Request for Information (RFI) from the contractor, including associated plan revisions c. Review of as-built plans and preparation of Record Drawings d. Certifications required by permitting agencies e. Periodic site visits during construction 6) The Consultant selected for the project shall include the following considerations in the design: a. Flow bypassing and dewatering methods during construction b. Gate design and operation and maintenance needs c. Geotechnical conditions d. Structure design with supporting calculations e. Electrical design f. Process and mechanical g. Any land acquisition, permanent easement and construction easement needs h. Drainage conveyance restoration i. Staging areas j. Utility coordination k. Survey l. Civil m. Local, State and Federal permitting The selected firm shall understand that time is of the essence for this project and shall complete the project on the following schedule.
