The City of Downey is seeking proposals from qualified geotechnical engineering consulting firms to investigate a persistent pavement subgrade failure along Laureldale Avenue near the I-105 Freeway bridge abutment. The failure has resulted in ongoing pavement settlement, potholes, and cracking of the sidewalk and gutter, with the city suspecting that an underlying drainage pipe, covered with crushed rock backfill, may be contributing to the issue. The selected firm will be responsible for comprehensive subsurface explorations, including soil borings and test pits, as well as evaluating the drainage system through CCTV inspections and hydraulic testing. The investigation must also include laboratory testing of soil and material samples to determine their properties, followed by detailed analysis to identify the causes and extent of the settlement, including potential consolidation, slope stability, and differential movement. Based on findings, the firm will provide engineering recommendations for stabilization, mitigation, and possible modifications to drainage infrastructure, along with construction methodologies and specifications for remediation. Proposals should include a detailed scope of work with specific investigation methods, a project schedule with milestones, qualifications and experience of the firm and key personnel, a comprehensive fee proposal with a not-to-exceed amount, and any assumptions or exclusions. The contract, valued between $50,000 and $150,000, aims to address the ongoing pavement and structural issues efficiently and effectively, ensuring long-term stability and safety of the affected area. The deadline for responses is September 11, 2025, and interested firms can find additional details through the provided project link.

Full Description

The City of Downey seeks proposals from qualified Geotechnical Engineering Consulting firms to investigate and analyze a pavement subgrade failure located on Laureldale Avenue, adjacent to the I-105 Freeway bridge abutment. The settlement of subgrade material beneath the street, curb, gutter, and sidewalk has caused persistent pavement deterioration and structural damage. Specifically, pavement settlement has led to recurring potholes in the roadway, and the sidewalk and gutter have cracked and separated from the curb. The City suspects that the settlement may be related to an underlying drainage pipe situated along the face of the abutment, covered with crushed rock backfill. This aspect should be explicitly investigated during the study and a closed-circuit television (CCTV) inspection of this pipe shall be included in the investigation. The selected consulting firm shall provide comprehensive geotechnical engineering services, including but not limited to:• Conducting subsurface explorations (soil borings and/or test pits) with a minimum of three borings advanced to at least 15 ft below existing grade—or two feet into competent material, whichever is deeper—to characterize existing conditions.• Evaluating the drainage system adjacent to and underlying the abutment, including CCTV inspection, in-place hydraulic conductivity testing of the crushed-rock backfill, and assessment of its influence on subgrade stability.• Performing laboratory testing of soil and material samples to determine engineering properties and suitability.• Analyzing collected data to clearly identify the cause(s) and full extent of the subgrade failure, including consolidation, immediate elastic settlement, global slope stability, and long-term differential movement between the pavement, curb, and bridge abutment.• Providing feasible engineering recommendations for stabilization and mitigation measures to correct existing settlement issues and prevent future subgrade failure, including any necessary modifications to existing drainage infrastructure.• Offering construction methodology recommendations and specifications for recommended remediation measures. Please ensure your proposal includes the following components:1. A detailed scope of work outlining each task to be performed, clearly identifying methods of investigation, testing, and analysis (and pricing any optional services such as ground-penetrating radar or seismic CPT separately).2. A project schedule delineating all key milestones, deliverables, and proposed timelines.3. Qualifications, relevant experience, and credentials of your firm and key personnel to be assigned to the project.4. A detailed fee proposal specifying the Not-to-Exceed amount, hourly rates, estimated labor hours, and itemized breakdown of anticipated costs for each task.5. Assumptions, exclusions, and clarifications relevant to the scope of work and pricing.

Solicitation # 24-99
Capital Improvement Project No. 24-99 is a solicitation by the City of Downey, California, for the furnishing and installation of an overhead gateway sign and associated infrastructure at the intersection of Firestone Boulevard and Downey Avenue. The scope of work includes the fabrication and installation of the sign, construction of electrical service connections to a new metered pedestal and sign post, and various site improvements such as sidewalk restoration, placement of new pavers, irrigation line re-routing, and the removal and disposal of existing trees. All work must adhere to approved shop drawings and structural plans, with specific requirements for electrical labeling to comply with UL 969 standards and the removal of all USA markings upon completion. The project follows a two-stage performance schedule: the contractor must order equipment upon the first Notice to Proceed and may begin field work 20 working days prior to the delivery of the final equipment, with a total of 40 working days allotted to complete all contract work. Bids are evaluated based on the lowest responsible bidder, considering equalizing factors like transportation and installation costs, while unbalanced bids may be rejected. Payment is based on contract unit prices, and force-account work requires detailed invoices submitted within 15 days of completion. Contractors must comply with California prevailing wage laws, provide public liability and workers compensation insurance, and submit a notarized proposal including a noncollusion affidavit and site inspection certification via the city's online vendor portal.
