Professional Services - Crestwood Avenue, Floyd Street and Woodward Avenue (Fairfield Avenue to Guelph Street) Road Reconstruction

The City of Kitchener is seeking professional services for the complete roadway reconstruction and underground service upgrades of Crestwood Avenue, Floyd Street, and Woodward Avenue (from Fairfield Avenue to Guelph Street), covering a total length of approximately 735 meters. The scope of work includes pre-design, final design, detailed field surveys, tendering, and contract administration. The project involves the full-width reconstruction of pavement and the replacement of sewers, watermains, curbs, sidewalks, and services to the property line. The successful respondent will be responsible for coordinating all design aspects, preparing construction RFQ documents, and providing inspection and resident/business services during the construction phase. The project timeline begins with an award and kick-off in November 2026, with final construction documents due in October 2027 and construction anticipated to run from April 2028 through July 2029, followed by a two-year warranty period. All work must adhere to the Region of Waterloo Design Guidelines and Supplemental Specifications for Municipal Services, the City of Kitchener Subdivision Manual, and industry standards such as CKSS and OPS. Technical requirements include the preparation of a Project Risk Assessment and potential updates to Soil Characterization Reports in accordance with O. Reg 406/19. The contract will be awarded to the top-ranked respondent based on a multi-stage evaluation of non-price rated criteria and fee estimates.
