Full Description

Research and development services by OpenRules, Inc. to continue the machine learning project initiated by National Headquarters (NHQ) Office of Research under previous contract TIRNO-09-P-00717. Services from OpenRules, Inc. is needed to enhance and customize the machine learning models developed in the previous contract to select high income Form 1040 tax returns for audit.. The enhanced models will be evaluated and analyzed using the newly available TY2006 NRP data and feedback data collected from an on-going field test of high income tax returns. Additional services from OpenRules Inc. will be needed to train IRS employees to deploy the same machine learning modeling techniques in the future for other business needs and provide the software tools necessary to carry out the development and optimization process in-house.
