DESCRIPTION:
The National Capital Commission (NCC) is seeking an Ombudsman to provide members of the public, in the official language of their choice, with an independent, confidential, neutral, fair and equitable mechanism for addressing complaints when all other redress avenues internal to the NCC have been exhausted.
In 2006, a review of the mandate of the NCC was conducted by an independent panel. Among other things, the panel recommended that an Ombudsman position be created; appointed by, and reporting to, the NCC Board of Directors.
In October 2007, the Board of Directors approved the creation of an external Ombudsman function reporting directly to the Board of Directors. The Ombudsman’s office started operating in 2008. Since then, four Ombudsman have served the NCC at various times.
TERM:
The contract will run for a term of three (3) years, with an anticipated commencement date of December 1st, 2025. At the sole discretion of the Board of Directors, two (2) successive one (1) year options may be exercised under the same terms and conditions.

INQUIRIES:
To ensure the integrity of this tender, all enquiries and other communications must be directed only to Alyssa Brook, Senior Procurement Officer by email at contracts@ncc-ccn.ca no later than June 12th, 2025 in order to be considered by the NCC.
Throughout the solicitation process, the NCC shall endeavor to provide responses to inquiries (by the issuance of addenda) deemed relevant by the NCC and received in writing by the Contracting Authority. Only information provided in addenda shall be an integral part of the Contract.
All addenda will be posted on canadabuys.canada.ca.
Interested proponents must not contact any other employee of the NCC, or other persons involved in this solicitation to discuss questions regarding the solicitation process. Non-compliance with this requirement during the solicitation period may, for that reason alone, result in disqualification of a proponent.
Note: The bid email has a maximum capacity of 30 megabytes.
Faxed and hard copy (submitted in person or via mail/courier) bids will not be accepted for the subject bid solicitation.
There is no public opening scheduled.
BASIS OF SELECTION:
An offer must comply with all the requirements of the tender to be declared responsive. Contract award for this service will be based on the evaluation criteria set out in Appendix “B” – Proposal Evaluation (Highest Combined Rating of Technical Merit (80 points) and Price (20 points)).
