The Naval Sea Systems Command has a requirement for Program Management, Engineering, Logistics, Technical, Planning and Readiness, Fleet Introduction Training and Financial Management Support Services in support of SEA 21 Surface Warfare Fleet Support. This requirement is currently being provided by Alion Science and Technology Corporation under contract N00024-12-C-4401, which is anticipated to expire 15 September 2014. The follow-on contract will be awarded under full-and-open competition within the Seaport system. In order to ensure mission requirements may be met while the Government continues to evaluate and award the follow-on Seaport Task Order, the Government intends to extend the period of performance under the current contract with Alion Science and Technology Corporation as a sole-source procurement under the authority of 10 U.S.C. 2304 (c)(1). The period of performance of the contract extension is expected to be approximately five months, but will allow for limited flexibility depending on the actual date of award of the competitive follow-on Seaport Task Order. Offerors interested in procurements solicited within the Seaport system should go to www.seaport.navy.mil for additional information.

U.S. Embassy Mexico—International Narcotics & Law Enforcement Affairs (INL Mexico) CONOCER Criminal Analyst Certification Services
Solicitation # 19AQMM26Q0469
Solicitation 19AQMM26Q0469 is an unrestricted Indefinite Delivery Indefinite Quantity (IDIQ) procurement issued by the U.S. Embassy Mexico's International Narcotics and Law Enforcement Affairs (INL Mexico) office. The primary objective is to strengthen the capacity of Mexican state and federal crime analysts by providing certification services under the CONOCER Competency Standard, specifically targeting up to 850 analysts in Competency Standard 1599 to improve investigative quality and reduce impunity for high-impact crimes. The contract is structured as a Firm Fixed Price (FFP) agreement with a five-year ordering period running from December 1, 2026, to November 30, 2031. The scope of work includes evaluation services, the issuance of certifications, and associated travel and VAT reimbursements, with performance occurring at various locations across Mexico. To be eligible, the contractor must be formally registered as a CONOCER Evaluation and Certification Institution and assign qualified personnel, including a CONOCER Evaluator for the 1599 Competency Standard. Award will be based on a trade-off approach where technical factors—specifically key personnel, technical approach, relevant corporate experience, and past performance—are deemed more important than the evaluated price. The evaluation process focuses on the greatest value to the government rather than a numerical formula. Administrative requirements include electronic invoicing via the Invoice Processing Platform (IPP) and adherence to strict submission guidelines, with the final response deadline set for November 1, 2026.

Maintenance Service for Portable Fire Extinguishers - BPA
Solicitation # 2031ZA27Q00004
Solicitation 2031ZA27Q00004 is a request for quotations for a single-award, firm fixed-price Blanket Purchase Agreement (BPA) to provide portable fire extinguisher maintenance services for the Bureau of Engraving and Printing (BEP) DC Facility. The contract is a total small business set-aside under NAICS 541990. The period of performance is five years, spanning from December 1, 2026, through November 30, 2031. The scope involves the inspection, maintenance, testing, repair, and replacement of approximately 1,000 portable fire extinguishers across the BEP main and annex buildings in Washington, D.C. Services will be managed through annual BPA calls for inspections and as-needed calls for specific repairs or replacements. The contractor must be ICC/NAFED certified and adhere to NFPA-10 and OSHA 29 CFR Part 1910 standards. Key technical requirements include six-year teardowns, hydrostatic testing at five or twelve-year intervals, and the provision of metal valve replacement extinguishers. An annual equipment report is required within 48 hours of service completion. Award will be granted to the lowest-priced, technically acceptable offer with no adverse past performance. Evaluation is based on the completeness of the technical approach and the level of risk associated with the proposal. Offerors must submit their quotes in two volumes: a technical capability volume and a pricing volume using the provided pricing sheet. Submissions must be made by October 30, 2026. The contractor is required to maintain worker's compensation, general liability, and automobile liability insurance. All payment requests must be processed electronically through the Invoice Processing Platform (IPP).
