Professional Traffic Engineering Services (SBE Set-Aside)

Hillsborough County Engineering and Operations Department is seeking qualified Small Business Enterprises to provide professional traffic engineering services under a term contract with an estimated value of $4,000,000, solicited under RPS-26-00269 with a NAICS code of 541330. The contract is a set-aside for Small Business Enterprises and spans a three-year base period, with the possibility of a one-year extension solely at the County’s discretion to complete outstanding work orders. Proposals must be submitted electronically through the Euna Procurement system by the deadline of July 28, 2026, and any inquiries or requests for interpretation must be submitted in writing via the same platform no later than 14 calendar days after the solicitation issuance, site visit, or pre-bid conference, whichever occurs last. The scope of work includes traffic operational and safety studies, signal warrant evaluations, small traffic control and pavement marking design, infrastructure program development, and the preparation of technical reports, graphs, and presentation materials, all governed by work orders issued by the County Designee. Compensation is negotiated per work order using billing rates established in Attachment C, derived from audited salary rates and multipliers for direct expenses, overhead, and profit, with payments made via ACH direct deposit in CTX format within 45 days of proper invoicing by task and subtask. Contractors must comply with stringent insurance requirements including a $1,000,000 combined single limit for professional liability, a $1,000,000 fidelity bond against employee dishonesty, liquor liability coverage, and coverage for physical abuse and molestation, all issued by insurers with an A.M. Best rating of A-, Class 7 or better. The firm must also maintain compliance with federal and state civil rights laws, including Title VI and VII of the Civil Rights Act and the Americans with Disabilities Act, and certify via affidavit that its principal place of business is not in a Foreign Country of Concern, such as China. All vendors are required to be registered for Hillsborough County Business Tax, complete a W-9 form to confirm U.S. status, sign a Drug-Free Workplace certification, and authorize direct deposit. Performance is evaluated on a 110-point scale, with the highest scoring firm likely to be selected, based primarily on team qualifications (50 points), similar project experience (25 points), and ability to meet schedule and budget (15 points).
