AI Contract Overview

The Program for the Advancement of Malaria Outcomes (PAMO) is a contract awarded by USAID/Zambia to provide technical advisory and assistance services for malaria prevention. The project specifically targets the four provinces in Zambia with the highest malaria burden. Due to the dynamic political environment, challenging rural working conditions, and a lack of historical cost data for standalone contracts of this nature, the agency has utilized a cost plus fixed fee completion form contract. This structure allows for the necessary flexibility as the Government of the Republic of Zambia will lead the definition and refinement of priorities throughout the period of performance. Managed by the Agency for International Development in Lusaka, the contract falls under NAICS code 541990. The selection of a cost-reimbursable model was deemed essential because the inherent uncertainties of the technical requirements and the developing country context made it impossible to estimate performance costs with the accuracy required for a fixed-price agreement.

Why the contract type must be used to meet the agency need: A cost plus fixed fee completion form contract must be used to meet the agency need because the uncertainties involved in contract performance do not permit costs to be estimated with sufficient accuracy to use any type of fixed-price contract (see FAR 16.301-2). For example, this is the first time USAID/Zambia is acquiring technical advisory and assistance services for malaria prevention in a standalone contract, for the first time a contractor will be required to focus on Zambia's four highest malaria-burdened provinces, and significant flexibility in the contractor's approach is required as the Government of the Republic of Zambia will take a lead role in defining and redefining USAID's (and the contractor's) priorities during the period of performance. Moreover, the technical requirements; rural, developing country working conditions; dynamic political environment; and inadequate, Zambia-specific cost history for similar requirements in a standalone contract present sufficient uncertainties that make it difficult to estimate performance costs in advance.
