The draft Request for Proposal (RFP) H9240226RE003 solicits industry feedback for the Program Manager Counterproliferation (PMCP) Service Support Contract under the purview of the Special Operations Forces Acquisition, Technology and Logistics (SOF AT&L) office within USSOCOM. This contract aims to provide comprehensive support for procurement, development, testing, training, fielding, and sustainment of technologies related to Electronic Warfare (EW), Counter-Improvised Explosive Devices (C-IED), Explosive Ordnance Disposal (EOD), and Counter-Unmanned Systems (C-UxS). The effort emphasizes rapid and focused acquisition and logistics solutions tailored to assist SOF warfighters in addressing evolving threats. The solicitation is designated as a Total Small Business Set-Aside (FAR 19.5), specifically targeting firms under NAICS code 541330, and prioritizes contractors capable of handling Controlled Unclassified Information (CUI) in compliance with strict cybersecurity standards. Key requirements center on achieving and maintaining Cybersecurity Maturity Model Certification (CMMC) Level 2 compliance, including mandatory registration and status verification in the Supplier Performance Risk System (SPRS). Contractors must manage CUI according to DoD regulations (32 CFR Part 170) and DFARS clauses (252.204-7021 and 252.204-7025), flowing down these obligations to all subcontractors. The contract incorporates a trade-off evaluation approach that balances technical merit, particularly cybersecurity posture and past performance, against cost considerations. Although specific evaluation weights are not disclosed, cybersecurity compliance and relevant past performance are emphasized as critical factors. The place of performance is Tampa, Florida, at the SOF AT&L location, and detailed proposal submission instructions, including the use of an RFP Q&A template for feedback, are provided with a deadline of June 1, 2026. Contract administration details, including points of contact and required standard forms such as DD Form 254 and Quality Assurance Surveillance Plan, are included, though pricing and period of performance specifics remain to be finalized upon contract award.
