Program of Assertive Community Treatment (PACT) Request for Information

The Massachusetts Department of Mental Health is issuing a Request for Information under solicitation number BD-27-1022-DMH08-8220A-134617 to support procurement planning for the reprocurement of Program of Assertive Community Treatment and Forensic Programs for Assertive Community Treatment services. This evidence-based model is designed for individuals with serious and persistent mental illnesses, such as schizophrenia and bipolar disorder, who experience significant functional difficulties. The primary objective of this RFI is to gather stakeholder input through written feedback and online listening sessions to refine the service model, identify key outcome measures, and improve data collection methods, including the integration of Electronic Health Records and Social Drivers of Health tools. Stakeholders are invited to participate in dedicated listening sessions for providers on October 28, 2026, families and guardians on November 2, 2026, and clients on November 3, 2026. Written feedback must be submitted via the COMMBUYS portal by November 3, 2026, at 3:00 PM, adhering to a three-page limit per organization or individual and utilizing 12-point, double-spaced font.
