Program of Assertive Community Treatment (PACT) Request for Information

The Massachusetts Department of Mental Health is issuing a Request for Information (RFI) under solicitation number BD-27-1022-DMH08-8220A-134617 to gather stakeholder input for the reprocurements of Program of Assertive Community Treatment (PACT) and Forensic Programs for Assertive Community Treatment services. This RFI is a procurement planning activity designed to refine service models and data collection requirements for an evidence-based model serving individuals with serious and persistent mental illnesses. The agency is specifically seeking feedback on outcome measurement, communication, and a potential transition from program-level to person-level reporting utilizing Electronic Health Records and Social Drivers of Health tools. The scope of future services will encompass a comprehensive package including housing, employment, health and wellness, socialization, medication management, peer support, and care coordination. To participate in MassHealth, future providers must fulfill DMH certification based on regulations and guidance issued in November 2025. Interested providers, clients, and family members are invited to participate in listening sessions or submit written feedback. Written responses must be double-spaced in 12-point font, limited to three pages per organization or individual, and submitted via COMMBUYS by November 3, 2026, at 3:00 PM.
