The Addison County Regional Planning Commission (ACRPC) is seeking architectural services to assist up to six towns in Vermont—Bristol, Orwell, Leicester, Ripton, Goshen, and Whiting—in planning and implementing energy efficiency upgrades for municipal buildings. This initiative is part of the Municipal Energy Resilience Program (MERP), funded by the State's Office of Buildings and General Services through Act 172 (2022). The towns have received free energy assessments for 22 municipally owned buildings, qualifying them to apply for grants of up to $500,000 per town to fund energy retrofits, accessibility improvements, and ventilation upgrades. The project aims to support towns in developing high-quality implementation applications and securing additional funding for more comprehensive upgrades where feasible. The contract is structured into two phases: the first involves providing architectural services to create preliminary conceptual drawings and cost estimates, with this phase contracted directly with ACRPC. The second phase encompasses schematic design, design development, construction documentation, and construction administration, with these services contracted directly with each individual town. Respondents are encouraged to demonstrate their availability to support some or all of the listed towns and buildings. The solicitation was posted on July 24, 2024, with a response deadline of August 15, 2024, and the project is managed under the NAICS code 333924. The primary point of contact is Maddison Shropshire, reachable via email or phone.

Project Summary The ACRPC seeks architectural services to support the planning and execution of energy efficiency upgrades in municipal buildings. Introduction and Background The Addison County Regional Planning Commission (ACRPC) seeks architectural services to support up to six towns in developing municipal building improvement plans related to the Municipal Energy Resilience Program (MERP) funded by the State office of Buildings and General Services (BGS) through Act 172 (2022). The six towns including Bristol, Orwell, Leicester, Ripton, Goshen, and Whiting have been granted free energy assessments on 22 Municipally owned buildings. These assessments qualify them to apply for an Implementation Grant through the MERP program funding energy retrofits, as well as accessibility and ventilation improvements. The implementation program offers grants of up to $500,000 per town that can be used for one or more MERP-assessed buildings in the municipality. Through this same grant, ACRPC has been allocated funding to support towns in the region to develop these projects and seek additional funding to complete more ambitious projects where necessary and possible. To ensure that the Town(s) submit a high quality Implementation application and to gather information on the availability of contractors to support successful applicants ACRPC seeks bids with services provided in two phases as follows: Phase 1: Architectural services to develop preliminary conceptual drawings and cost estimates. Contracted with ACRPC. Phase 2: Schematic design, Design Development, Construction Documents, and Construction Administration phase services on behalf of the Town(s) and the ACRPC. Contracted with the individual Towns. Respondents are encouraged to respond with availability to support some or all of the Town(s) and buildings listed above.
