The Department of National Defence (DND) has a requirement for a Project Leader/Executive to support the Project Management Office (PMO) FFCP, and provide advice in the execution of Project Management activities related to the acquisition of the Canadian Armed Forces (CAF) CF35A fighter aircraft. As outlined in Canada’s defence policy, Strong, Secure, Engaged, Canada will purchase eighty-eight (88) advanced fighter aircraft to contribute to the safety and security of Canadians and to meet Canada’s international obligations. The aim of FFCP is to procure a modern fighter jet fleet to defend Canada and Canadian sovereignty and contribute to our North American Aerospace Defense Command and North Atlantic Treaty Organization commitments. Given the complex requirements of an advanced fighter and associated systems, there is a requirement to obtain Senior Project Leader/Executive support to assist in the requirements management, risk management, planning and execution of the operational aspects of the FFCP. The Project Leader/Executive consultant’s main objective is to support the FFCP Operational Requirements Management (ORM) section in the execution of project management activities, including, but not limited to, planning and scheduling, risk management and requirements management. The Project Leader/Executive consultant’s role will be to assist the ORM with the coordination and management of various tasks and deliverables related to the operational requirements associated with the acquisition and sustainment setup of the new CF35A fighter capability for Canada. The Project Leader/Executive consultant must actively participate as an advisory member of the PMO team comprising military, DND civilian personnel and civil servants from other federal departments. Specific focus areas include operational requirements management, concept of operations development, mission planning, mission data reprogramming and site activation at MOBs, DOBs, FOLs and Luke AFB, training and training simulators and infrastructure planning. The Project/Leader Executive consultant must support all of the following site activation functional areas for a successful implementation of the CF35A: program management, security, operations, logistic and maintenance, communications, infrastructure, personnel (for contractor support), training, and environment, safety and health (ESH). The Project/Leader Executive consultant may also support other FFCP-related initiatives and projects (e.g. infrastructure projects), as directed by the TA. The Project Leader/Executive consultant must assist the ORM in providing operational advice to PMO staff and perform liaison/coordination/monitoring with, and provide input to, DND/CAF staff, interdepartmental staff, the F-35 Joint Program Office (JPO), Industry and F-35 partner nations to support the implementation of Canada’s CF35A requirements. The resource must support various project management tasks including Project Management Support and Subjective Matter Advice.
