Project Management Office (PMO) Support for St Es O&M

The contract seeks to establish a Blanket Purchase Agreement for comprehensive project and engineering support to enable the transition of the St. Elizabeths campus from the General Services Administration to the Department of Homeland Security. This effort requires a dedicated team of specialists focused full-time on managing the complex operational and logistical challenges associated with the transfer, including the development of a DHS Master Plan to evaluate site conditions, infrastructure, utilities, transportation networks, environmental factors, and associated risks. The scope also encompasses the creation of a space allocation plan, a detailed assessment of building automation and energy systems, analysis of facilities infrastructure, and the formulation of an enterprise-wide real estate strategy for all assets within the campus. The Office of the Chief Readiness Support Office possesses some relevant capabilities but lacks the full-time, specialized resources needed to execute this mission-critical initiative. The project requires expert-level project management and long-range planning to ensure seamless oversight and successful handover. Performance will be centered in Washington DC, with a strong emphasis on small business participation as indicated by the SB set-aside designation.
