Property Tax Notice Printing & Distribution

Pierce County Assessor-Treasurer is seeking a qualified contractor under solicitation 2026-RFP-147 to manage the printing, personalization, and distribution of property tax statements and notices. The project involves the production of various documents, including property tax statements, reminder notices, value change notices, and personal property affidavits. The contractor must provide on-demand printing to avoid preprinted shells, utilize laser quality printing on minimum 24 lb. paper, and ensure all mail pieces comply with current USPS regulations, including the use of IMB postal barcodes and specific window envelope requirements. Additionally, the contractor must provide a secure online platform for electronic bill presentment and maintain a database of taxpayer contact preferences. The contract has an estimated total value of 668,880 dollars with an initial performance period of 12 months and the option for four additional one-year renewals. Key technical requirements include a 97 percent CASS address certification rate, the employment of a USPS certified Mail Design Professional, and the maintenance of both a primary and a wholly owned backup facility with equivalent capacity.
