Johnson County, Kansas is seeking a modernized Prosecution Case Management System (CMS) through Solicitation Number 2026-030, with proposals due by August 24, 2026, via the ION Wave electronic bidding portal. The system must be an out-of-the-box or customizable software solution capable of gathering, storing, sorting, and securely sharing discovery materials, aligning with the Justice Information Management Systems (JIMS) Application Modernization Strategy to replace outdated platforms, eliminate data fragmentation, and enhance operational efficiency and data integrity across public safety agencies. The solution must comply with ADA accessibility standards, HIPAA for data privacy, the Kansas Act Against Discrimination, and support secure API integrations with enterprise databases such as SQL Server or Oracle. Required functionalities include automatic generation of case-related labels and barcodes, Bate-stamping and date-stamping of electronic documents, role-based access controls, secure web portal access for partner organizations, and full version control with retention policies for evidence and personally identifiable information. All submissions must be in a single PDF under 100MB and adhere to the structured proposal template outlined in Attachments A through G, covering solution requirements, vendor security protocols, key personnel resumes, illustrative work samples, and insurance requirements. The evaluation process is a two-phase trade-off assessment totaling 200 points, prioritizing technical merit over cost. Phase one awards up to 100 points based on how well the proposal meets functional requirements, vendor profile and project approach, quality of similar work, and key personnel qualifications, with scoring thresholds for outstanding, exceeds acceptable, acceptable, and marginal ratings. Only finalists proceed to Phase two, which assesses a live solution demonstration, implementation and support plans, vendor references, residual risk level assessed by the County’s Technology and Innovation Security Team, and cost—though cost carries only 10 points of the total. The award will go to the proposal offering the best overall value, not the lowest price. Contract performance spans three years, with possible renewal for two additional twelve-month periods, and delivery occurs F.O.B. destination within Johnson County. Contractors must provide commercial general liability coverage of $1 million per occurrence and $2 million aggregate, along with comprehensive cyber risk insurance including data breach, cyber extortion, and IP infringement coverage, with tail coverage extending through the statute of repose.
