Prospect Enterprises LLC has been approved to operate a cannabis distribution facility under a state license at 3504 E Olympic Blvd, Los Angeles, CA 90023, within the Boyle Heights Community Plan Area and Council District 14. The facility occupies a 9,712 square foot, one-story industrial building constructed in 1956 on a 0.22-acre flat lot with dimensions of approximately 105 feet deep by 52 feet along Olympic Boulevard, and it remains unmodified from its existing condition. The site is zoned M2-1-CUGU for light manufacturing and warehouse use, consistent with the surrounding industrial neighborhood located south of Highway 5 and at the corner of E Olympic and Spence Street. The operation is governed by the California Department of Cannabis Control and qualifies for Class 1 and Class 32 Categorical Exemptions under the California Environmental Quality Act, confirming no significant environmental impact due to the non-expansion of use and alignment with existing land use designations. The approved license became effective on October 30, 2025, with performance activities centered entirely at the designated location, and no new construction, physical expansion, or alteration of the structure is planned. The Department of Cannabis Control oversees compliance and regulatory adherence under state business and professional codes, with correspondence and remittance handled through its Cultivation Licensing Branch at P.O. Box 419106, Rancho Cordova, CA 95741-9106. Karin Linnen, an Environmental Scientist with the Department, serves as the primary point of contact for inquiries. No federal contracting elements such as FAR clauses, payment systems, accounting codes, evaluation factors, or offeror certifications are applicable or referenced; the procurement is a state-level licensing action without associated cost data, delivery schedules, invoicing methods, or procurement-specific contractual terms beyond environmental and zoning compliance.
