Protected Tactical Enterprise Service (PTES)

PURPOSE: This is a Request for Information (RFI) - see Attachment 1, for planning purposes only. The Space and Missile Systems Center, Military Satellite Communications Systems (MILSATCOM) Directorate, located at Los Angeles Air Force Base, California, is seeking information in support of the Protected Tactical Enterprise Service (PTES) acquisition. The purpose of this RFI is to obtain feedback on the DRAFT Statement of Work (SOW), DRAFT Incentive Fee Plan, and potential evaluation discriminators, to include feedback on the proposed use of oral presentations. The information is being sought to further understand industry capabilities and assist the Government in developing a solicitation that maximizes the benefits of full and open competition for a best value award. Inputs from market research and issued RFIs will be a critical component in shaping the requirements, proposals instructions, and the evaluation methodology of both the DRAFT RFP and the Final RFP. Update #1 (ao 7 Sep 2017): the NAICS code and associated small business size standard within Attachment 1 has been revised. In addition, the governnment intends to utilize a Cost-Plus-Incentive Fee (CPIF) contract for the PTES acquisition. NOTE: As a reminder, a Read Library has been established for the PTES acquisition with contains DRAFT documents. Prior to gaining access, industry members will be required to obtain a software certificate, complete DoD Information Assurance computer based training, complete a System Authorization Access Request Form, and complete an Air Force user agreement. All information in the Read Library is at the unclassified level. Updates will be posted to the Read Library so interested parties are encouraged to visit the Read Library frequently.
