The Space and Missile Systems Center, Military Satellite Communications Systems Directorate (SMC/MC) has added a Draft Request for Proposal (DRFP) to the Protected Tactical Service Field Demonstration (PTSFD) Bidder's Library. All documents are redlined from previous postings to highlight changes. The purpose of this DRFP is to provide interested parties an opportunity to ask questions and provide information prior to RFP issuance and the beginning of the formal solicitation phase of the source selection. Interested parties should be aware that the Government intends to post all questions and responses to the Bidder's Library. Information provided by interested parties will not be treated as proprietary unless specifically identified as proprietary with the appropriate justification included. Comments and recommendations received may be used for the formal RFP. The PTSFD requirement includes a demonstration of protected tactical service (PTS) that will provide users with an anti-jam (AJ) communications capability and aid terminal procurement agencies' decisions to modify existing systems. PTSFD will require contractors to provide six terminal modems and terminal End Cryptographic Units (ECUs) that support the use of the Protected Tactical Waveform (PTW) over a Wideband Global SATCOM (WGS) Satellite. The Government requests that interested parties focus on the model contract and address the following items: 1) Request review and feedback of TM LRU TRD, LRU01105, and identification of any of the controls required that impact feasibility to develop and produce the modem or that will drive cost. 2) Request review of TM LRU TRD, LRU02243, and identification of any impact on technical feasibility or LRU cost. 3) Request review of TM LRU TRD, Table 11 (Sec 3.3) and provide an assessment of the feasibility to incorporate the identified interfaces in a single 1U form factor. 4) In regards to TM LRU ICD, [MTL-I-1010] The MMS and the TM LRU will support SNMPv3 over Internet Protocol (IP) as defined in RFCs 3410-3418, RFC 3584, and RFC 3826 over TCP/IP or UDP/IP (TBR). The Government is considering specifying SNMP over UDP (i.e., removing the option to use SNMP over TCP/IP) and requests industry feedback in regards to the negative impact of doing so. Interested parties shall submit questions or comments regarding this DRFP using the comment resolution matrix posted to the Bidder's Library via email to Capt Shane Manuel, shane.manuel.1@us.af.mil, and Mr. Marvin Paquia, marvin.paquia@us.af.mil, no later than 1600 PDT, 24 February 2015. Please contact Capt Manuel or Mr. Paquia to request access to the Bidder's Library. This notice is for informational and planning purposes only and is not to be construed as a commitment by the Government. This is not a solicitation announcement. The information provided may or may not result in further action. The Government does not intend to award a contract on the basis of this information or otherwise pay for the information requested. No reimbursement will be made for any costs associated with providing information in response to this DRFP, or any follow-up information.
