Full Description
The 82d Contracting Squadron, Sheppard AFB, TX is conducting preliminary planning market research in accordance with (IAW) the Federal Acquisition Regulation (FAR) Part 10, Market Research, to obtain information from potential eligible and interested contractors for an anticipated five-year, firm-fixed price (FFP), indefinite delivery/indefinite quantity (IDIQ) construction contract for a broad range of painting and coating requirements. The associated North American Industry Classification System (NAICS) code is 238320, Painting and Wall Covering Contractors, with a small business size standard of $19.0M. The Service Code is Z1JZ – Maintenance of Miscellaneous Buildings.
In accordance with (IAW) FAR 19.107-2, the Government is conducting market research to determine the feasibility of a competitive Economically Disadvantaged Women-Owned Small Business (EDWOSB) set-aside. The purpose of this notice is to identify SBA-certified EDWOSB concerns capable of performing the anticipated requirement.
DESCRIPTION OF WORK: The contractor shall furnish all management, personnel, vehicles, supplies, equipment, etc. required to perform work such as, but not limited to; preparation, cleanup work, priming and applying/maintaining protective coatings, application of interior and exterior paint on various facilities; sign backs, curbs, posts, railings, handrails, road guards, transformers, Heating Ventilation Air Conditioning (HVAC) equipment, fuel tanks, tanks, generators, steps, and stairwells.; at Sheppard AFB, TX and boundaries; including the Lake Texoma Annex, TX and Frederick Auxiliary Airfield, OK. The selected contractor will be required to hold all applicable licenses, permits and/or certificates, and any other items necessary to perform work; and will be responsible for insuring that any subcontractors hold the same.
Responsible, capable and interested EDWOSB vendors must submit a response to this Sources Sought with the following information:
1. Company name, CAGE code.
2. Confirmation of EDWOSB status
3. Bonding capacity for single award and aggregate
4. Brief information on recent (within the past five years) experience in painting and/or coating maintenance requirements
THERE IS NO SOLICITATION AT THIS TIME. This is a request for information/sources sought announcement and is for PLANNING PURPOSES ONLY. The request for capability information does not constitute a request for proposal; no contract will be awarded from this notice. This notice is not to be construed as a commitment by the Government. Submission of any information in response to this market survey is purely voluntary. The Government assumes no financial responsibility for any costs incurred. The Government is under no obligation to acknowledge receipt of any information received or provide feedback to respondents with respect to any information submitted. Telephone inquiries WILL NOT be accepted or acknowledged. Responses will assist the Government in determining whether to set-aside/restrict competition in some way or solicit offers from all responsible sources. If a solicitation is issued, it will be announced at a later date. All interested parties must respond to that solicitation announcement separately from the response to this notice and are responsible for monitoring the Federal Business Opportunities (FBO) website for the posting of any solicitation or subsequent updates.
