Protective Vests for the U.S. Embassy in Tegucigalpa

The U.S. Embassy in Tegucigalpa, Honduras, is seeking a contractor to provide LVS base vests and covert covers to be donated to vetted units supporting the International Narcotic and Law Enforcement Initiative. This total small business set-aside is a combined synopsis and solicitation for commercial products, with the award based on the Lowest Priced-Technically Acceptable (LPTA) quote. The requirement includes 27 male LVS base vests, 13 female LVS base vests, and 40 LVS covert covers. All items must be delivered in new condition to the INL Embassy Warehouse in Tegucigalpa on a FOB Destination basis within 30 calendar days of the award notification. The contractor is responsible for all U.S. Export Administration and Honduran licensing, as well as providing shipping and maintaining public liability and property damage insurance. Technical specifications require 3D formed armor panels, anti-microbial fabrics, and built-in pockets. Packaging must follow best commercial practices and comply with ISPM 15 standards for wood materials to avoid rejection. Proposals must be submitted in English and include technical specification sheets, a detailed warranty explanation, and up to five past performance references from the last two years.
