The Naval Air Systems Command intends to award a sole-source, cost-plus-fixed-fee contract to General Electric Aviation Systems, LLC, for the development of a replacement power supply for the AV-8B Warfare Management Computer and F/A-18 C-F and E/A-18 G Stores Management Processor. With an estimated cost of 3.3 million dollars, the project focuses on redesigning the low voltage power supply circuit card to improve performance and reduce power fluctuations that cause damage to circuit cards and backplanes. GE Aviation Systems is identified as the only responsible source capable of performing this work due to their role as the original designer and manufacturer, possessing the necessary technical data, facilities, and expertise. The scope of work includes providing non-recurring engineering to design, test, and certify the replacement power supply, ensuring it maintains the same power inputs and outputs and fits within existing slots. The contractor is also responsible for delivering the logistics and engineering data required for continued fleet support and updating legacy test equipment and repair procedures. The redesigned components must pass all integration and environmental tests specified for the systems. This procurement is conducted under the authority of FAR 6.302-1, and the government does not intend to use FAR Part 12 provisions for this acquisition.
