PROVIDE SERVICES FOR SINGLE CELL RNA SEQUENCING AND SINGLE CELL WHOLE GENOME BISULFITE SEQUENCING (WGBS) OF CATTLE RUMEN EPITHELIAL PRIMARY CELL.

The USDA, ARS, Animal and Natural Resources Institute located in Beltsville, Maryland intends to solicit and negotiate with only one source under the authority of FAR 13.106-1 to SingulOmics Corporation, 149 Madison Ave, Ste. 1128, New York, NY 10016-6713. This procurement is being conducted under Simplified Acquisition Procedures (SAP) for a services for Single cell RNA sequencing and single cell whole genome bisulfite sequencing (WGBS) of cattle rumen epithelial primary cell. This service includes amplification, library construction, sequencing and bioinformatics analysis. Two sequencing (Single cell whole genome bisulfite sequencing (WGBS) and single-cell RNA-Seq) are designed as two components for the important experiments in our laboratory. SigulOmics is the only commercial service to provide both sequencing services. This is a pilot test and on additional services are required at this time. However, if this pilot test is successfully and the research need continues, we expect to sole source future service orders with SingulOmics Corporation. The Government intends to acquire a commercial service using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact above not later than 4:45pm EST on September 19, 2017. Such capabilities/qualifications will be evaluated solely of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
