Military Sealift Command (MSC) Ship Support San Diego intends to award a Firm-Fixed Price (FFP) contract to qualified companies recognized as Original Manufacturer Equipment (OEM) Authorized and USCG Certified - Marine Life Raft Repair and Certification to accomplish annual servicing of USNS Mercy (T-AH 19) twenty (20) 25-Man Elliott Davit Launched Life Rafts; Provide. These sources must possess the documentation and other supporting certifications acceptable to the USCG and ABS, and have the unique knowledge and capabilities required to perform these services. The contract's requested Period of Performance is 27 October 2015 to 30 November 2015. The proposed contract action, for which the Government intends to solicit with qualified companies under authority of FAR 13.106-1(b)(1)(i) and FAR 13.106-3(b)(3)(i), is for services of a USCG Certified Marine Life Raft Repair and Certification firm to accomplish annual servicing of USNS Mercy (T-AH 19) twenty (20) 25-Man Elliott Davit Launched Life Rafts. Contractor shall provide the following in accordance with the statement of work. A. STATEMENT OF WORK 1. Contractor to provide all labor, materials, hardware and consumables, equipment, rigging and transportation to pick up and deliver/redeliver all twenty (20) Life rafts. 2. Contractor to procure six (6) HAMMAR Hydrostatic Releases. 3. Contractor to offload and on-load rafts located on the Port and Stbd 01 Decks and provide ground transportation to/from ship and or BATS. 4. Provide three (3) type written copies of new certifications to MSCREP upon completion of delivery of the rafts and reinstallations. 5. Contractor shall remove life rafts from their cradles and off-load and transport to the certification facility. The contractor shall provide all cranes and rigging services for off-load and on-load evolutions. 6. Submit a condition found report for any additional servicing, repairs, and/or recharging of the inflation cylinders necessary for recertification of the rafts. Authorization for all additional work will be covered by issuance of a change order. 7. Provide and replace all Annual replacement items per raft (qty of rafts 20) that require replacement. a. Provide and replace parts that require replacing, following list of parts and quantities are provided for estimating purposes. � Zipper Replacement 3 ea � Banding/Straps 10 ea � Decals/Labels (one lot for one Life Raft) Estimate 15 Rafts- � Burst Strip and Clips estimate 15 life rafts � Container Gasket Kits estimate 15 life rafts � Hand Held Flares - QTY 40 � Red Parachute Rocket - QTY 40 � Orange Floating smoke - QTY 30 � 2 pumps � 12 Stem Assy. and seals � Foam Protection pack- 12 � Battery/Interior Light 2 � Zipper slider YYK 20 � Container ID Kit 12 � Quick fier pull assy 15 � Hand Loop Patches 12 � Complete Hand loops- 3 � Gist open head QTY 3 � Leafield Open Head/ 12 each 8. The contractor shall replace with new, food rations, first aid kits, repair kits, sealight cells; seasick pills for estimating purposes assume the supplies for 20 liferafts. 9. Notify USCG Local OCMI 24 hours prior to shop inspections. 10. Prior to re-installation of life rafts, contractor to provide and install new rubber strips in stowage cradles. 11. Provide original copy of Life Raft Certificate to Chief Mate. 12. Provide a comprehensive list of work accomplished including parts replaced. B. Work Schedule: Start: On or about 28 Oct 2015 Complete: 30 Nov 2015 C. Work Location Pier 1, 32nd St, Naval Station San Diego, CA, This notice of intent is not a request for competitive proposals; however interested parties may identify their interest and capability to respond to the requirement. Respondents must provide level of effort and dollar estimates to acquire a full understanding of the design of the equipment. As part of the written response, a respondent must be able to prove to the Government how field problems can be identified and corrected without the aid of detailed design drawings. Oral communications are not acceptable in response to this notice. A written response must include evidence of the respondents' ability to support the described equipment. Interested parties with the capability of meeting the proposed requirements and qualifications are requested to provide an E-mail to the MSC Point of Contact: Nick Fonte, email: dominick.fonte@navy.mil not later than 1000 (10:00 a.m. PST) October 26, 2015 expressing interest and outlining their capabilities and qualifications to perform the effort. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
