Provider Agreement: API Crisis Placement Provider Agreement

The State of Alaska Department of Family and Community Services, through the Alaska Psychiatric Institute, is soliciting eligible applicants for the Crisis Placement Program to provide care and placement services for individuals with urgent or complex needs. This program targets populations whose needs cannot be met within Alaska or require rapid resolution while local placements are established, including those ordered for civil commitment evaluations. Providers are required to develop individualized service plans, including detailed fee schedules and daily bed rates, with an anticipated cost per client not to exceed 90,000 dollars. Services may be performed at the provider's facility, including out-of-state locations, provided they meet fire code, safety, and ADA standards. The agreement is governed by 7 AAC 81 and specific Alaska Statutes, requiring strict adherence to the Civil Rights Act of 1964, the Drug Free Workplace Act of 1988, and the Americans with Disabilities Act. Providers must maintain all necessary licensure and certifications and comply with HIPAA, the HITECH Act, and 42 C.F.R. Part 2 regarding alcohol and drug abuse confidentiality. Administrative requirements include submitting invoices in an approved format to the Alaska Psychiatric Institute, with claims accepted both electronically and in paper form. The agreement remains in effect until terminated by either party or until a material term is changed.
