The Cosy Homes in Lancashire (CHiL) initiative is a single-supplier framework designed to improve energy efficiency, thermal comfort, and overheating issues in domestic properties across Lancashire. Managed by a consortium of local authorities, including Blackpool and Blackburn With Darwen Borough Councils, the program aims to reduce carbon emissions and energy bills while addressing health inequalities linked to cold and damp housing. The selected Delivery Partner will provide comprehensive energy efficiency advice, retrofit coordination, and surveys, while engaging private rented sector landlords and promoting the adoption of low-carbon and renewable energy technologies. The partner is also expected to attract funding to the region and develop a network of trusted local installers and manufacturers. The contract has an estimated value of 720,000 pounds excluding VAT, with an initial term running from April 1, 2027, to March 31, 2029. There are options for two incremental one-year extensions, potentially extending the performance period to March 31, 2031. Awarding is based on an open procedure with a heavy emphasis on quality and social value, weighted at 90 percent, and price at 10 percent. The contract requires strict cost transparency through open book management and mandates specific insurance coverages, including 10 million pounds for both public and employer's liability, 5 million pounds for professional indemnity, and 250,000 pounds for cyber security. The solicitation is particularly suitable for small and medium-sized enterprises as well as voluntary, community, and social enterprises.
