Provision of a new college website

Cardiff and Vale College is seeking a digital agency to develop a new, fully bilingual Welsh and English website to serve as a scalable digital engagement platform. The project focuses on creating a technological foundation for AI innovation, personalized user experiences, and seamless system integration, specifically with EBS Tribal Group. Key deliverables include a modern design with an intuitive course search experience, a user-friendly CMS for the marketing team, technical SEO implementation, and a fully managed hosting environment with 99.9% availability and UK GDPR compliance. The website must meet WCAG 2.1 AA accessibility standards and utilize HTTPS/TLS encryption and multi-factor authentication for administrative access. The contract is estimated at 220,000 GBP excluding VAT and follows a competitive flexible procedure. The estimated performance period begins on January 4, 2027, with the build and integration phase running through September 2027, followed by testing and launch in late 2027, and ongoing support and maintenance extending to November 30, 2028. Award selection is based on the most economically advantageous tender, evaluating cost, best fit to requirements, and added value. The procurement is SME-suitable, and while specific cybersecurity certifications like ISO 27001 are not mandatory, equivalent secure-development practices are required.
