Provision of Cable Installation Services for Canada’s Diplomatic and Consular Missions

The Department of Foreign Affairs, Trade and Development is conducting a two-phase procurement process under solicitation 24-259558 to refresh the existing source list for cable installation services at Canadian diplomatic and consular missions worldwide. The scope of work involves the supply, shipment, installation, testing, and commissioning of security-critical low-voltage cabling, information and communication technology systems, audiovisual systems, and electronic security systems. This includes associated infrastructure such as cable ladders, grounding and bonding systems, equipment racks, and termination hardware. Due to the nature of the work, all personnel must possess a Government of Canada SECRET security clearance or higher, and a National Security Exception applies, exempting the procurement from standard trade agreement obligations. The first phase consists of this Notice of Proposed Procurement, while the second phase requires interested suppliers to request the Invitation to Qualify document directly from the Contracting Advisor, Brent Hygaard, as it will not be posted publicly on CanadaBuys. Suppliers who meet all mandatory requirements will be deemed qualified and added to the source list, making them eligible to receive future Requests for Proposals for specific projects. The response deadline for this process is July 30, 2027, and once the qualification document is received, suppliers have 25 calendar days to submit their response.
