Provision of Construction Services for 8th Street East North Side Retaining Wall Reconstruction Between 7th Avenue East and 8th Avenue East

The City of Owen Sound is soliciting tenders for the removal and reconstruction of a concrete retaining wall and three sets of stairs on the north side of 8th Street East, between 7th Avenue East and 8th Avenue East. The successful contractor must provide all labor, materials, and equipment, ensuring adherence to the latest Ontario Provincial Standard Specifications (OPSS) and Ontario Provincial Standard Drawings (OPSD), including specific requirements for sediment control and the use of approved granular materials. Shop drawings stamped by a licensed Professional Engineer in Ontario must be submitted for approval at least two weeks before construction begins. The contract will be awarded to the lowest compliant bidder following a three-stage evaluation process. Key requirements include maintaining five million dollars in both Commercial General Liability and Automobile Liability insurance, adhering to the Occupational Health and Safety Act, and ensuring that at least 51 percent of the total bid value consists of Canadian or Ontario-made goods and services. The agreement is anticipated to be executed on September 29, 2026, and remains in effect until delivery is complete. A 24-month warranty period is required, with a 10 percent finishing holdback applied after substantial performance and a final warranty holdback released upon the issuance of the Final Acceptance Certificate.
