Provision of Elevator Modernization Services

Manitoba is issuing this Stage 2 RFP to seek the submission of competitive Proposals for Elevator Modernization Services. Please refer to Appendix 4 of thisStage 2 RFP for detailed scope description, drawings, and specifications. By participating in this Stage 2 RFP, Pre-Qualified Suppliers are committed to adhering to all contractual obligations set forth in the Master Agreement for the provision of Elevator Modernization Services in the course of performing the Work should it be awarded a Contract as a result of this Stage 2 RFP. In consideration of Manitoba’s procurement policies and applicable trade agreements, for this Solicitation, preference will be given to Canadian suppliers who have submitted compliant submissions meeting all essential requirements of the solicitation. Manitoba may re-issue this tender at its sole discretion. Manitoba and the Pre-Qualified Supplier acknowledge and agree that, upon contract award, the Pre-Qualified Supplier shall collaborate with Manitoba to identify and procure an alternative product in cases where a non-Canadian manufactured product has been proposed. Alternative products made in Canada will be preferred and must be equivalent in quality and performance to the originally specified product, where possible. Any cost variances shall be substantiated with supporting documentation, including invoices and receipts. This RFP is being issued by PSC to the Pre-Qualified Suppliers for elevator modernization services resulting from the preceding RFP1 #30306. This Stage 2 RFP represents the second stage of a two-stage procurement process for Elevator Modernization Services. Procurement and Supply Chain (PSC) is administering this Stage 2 RFP process. For the purposes of this procurement process, the “Stage 2 RFP Contact” will be: RFP Contact: Li Li Email: bids@gov.mb.ca Subject Title: Project No. 2025-119-7711-P Provision of Elevator Modernization Services Pre-Qualified Suppliers and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba other than the Stage 2 RFP Contact, concerning matters regarding this Stage 2 RFP. Failure to adhere to this rule may result in the disqualification of the Pre-Qualified Supplier and the rejection of the Pre-Qualified Supplier’s Proposal. Site Visit An optional site visit has been scheduled as follows: Location: 207 6th Avenue South, Swan River, Manitoba. Date and Time: June 3, 2026, at 1:00 PM local time Attendees are to meet at 207 6th Avenue South, Swan River, Manitoba prior to 1:00 PM to sign the site attendance sheet. Attendees must pre-register for the site visit by email to the RFP Contact. It is the attendee’s responsibility to ensure registration and confirmation has been received prior to the deadline for registration 3:00 PM May 28, 2026. If interested parties are not available to attend the above scheduled optional site visit, but still wish to view the Site, an appointment may be arranged by contacting the Stage 2 RFP Contact. Attendees are not entitled to rely on information received from Manitoba’s representatives or other third parties at the site visit unless the Stage 2 RFP Contact has provided the information in writing. Deadline for questions June 8, 2026. All questions must be submitted tothe RFS Contact at Bids@gov.mb.ca. CPPD will only address questions thatwere sent to this email address.
