The contract, to be awarded as a firm-fixed-price agreement under a Lowest Price Technically Acceptable (LPTA) evaluation process, requires the contractor to provide complete ongoing maintenance of all U.S. Government properties in Windhoek, including the Ambassador’s Residence, DCM’s Residence, Old Chancery, and Warehouse, with work performed on specified weekly schedules. The base performance period is one year, with four one-year option periods available, and the contractor must submit a Ground Maintenance Plan, pruning schedule, personnel information including police clearances, and a Certificate of Insurance within strict post-award timelines. All personnel must be vetted, bear government-issued identification, maintain good health, and comply with Namibian laws regarding employment, permits, and liability, with the contractor assuming full responsibility for any injury or damage caused by its staff, regardless of insurance coverage. The contractor must also manage key control, prevent unauthorized key duplication, and provide detailed documentation on local business registration, financial capacity, and past performance. The contractor is required to submit proposals in two volumes of hard copies — seven copies total — with each volume containing specific certifications and documentation, including a completed SF-33, local business licenses, SAM.gov registration, proof of insurance, evidence of financial resources, company profile, client references, key personnel resumes including an English-fluent Project Manager, and a comprehensive landscaping strategy. No electronic submissions are accepted; all proposals must be delivered physically to the embassy’s office in Windhoek. The contract incorporates numerous FAR clauses, including those related to government property, changes, termination for convenience, prompt payment, combating trafficking, and inspection of services, as well as special requirements such as compliance with personal identity verification standards, adherence to Namibian wage and benefits laws, and strict controls over security and conduct. The only monetary value explicitly defined is a cap of N$15,000 for materials and equipment, while all other pricing elements remain blank for offeror completion. The Contracting Officer’s Representative, located at the embassy’s physical address, will oversee performance, conduct inspections, and accept deliverables on-site, with quality assurance measured by a standard of no more than one customer complaint per month and specific horticultural standards such as grass heights between 4–6 cm
