The scope of work encompasses comprehensive health insurance coverage, including hospitalization, emergency services, ambulance transport, outpatient care, and related medical benefits, with specified minimum coverage levels such as 100% for hospitalization and emergency services and 80% for ambulance and outpatient services. Proposals must include a management approach, valid licensing or accreditation, relevant experience, and financial reliability, reinforced by submission of recent audit and financial statements. This solicitation is structured as a firm-fixed-price contract, aligned with Federal Acquisition Regulation (FAR) clauses addressing contract administration, payment, inspection, and fraud prevention. Award will be determined using a Lowest Price Technically Acceptable (LPTA) methodology—offering simplicity and price competitiveness—without negotiations or technical trade-offs beyond pass/fail assessment of mandatory criteria. The contract enforces strict registration requirements via the System for Award Management (SAM) and necessitates contractor compliance with Department of State identification procedures for personnel requiring access to facilities. Key personnel with at least two years of relevant experience must be designated by the offeror. Contract deliverables, including claims processing and monthly reporting, are submitted and inspected at the Embassy in Windhoek, with the Contracting Officer’s Representative (COR) overseeing acceptance and contract compliance. Pricing details, including estimated employee categories and coverage rider options, are to be provided by offerors, while the Government reserves the right to award based on initial quotations without discussion. The solicitation includes detailed instructions for proposal submission in three volumes (administrative, price, and technical), imposes no explicit page limits or formatting constraints, and offers a pre-quotation conference to clarify requirements.
