This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Public Service Delivery, Capital Project Planning and Delivery (“CPPD”) to prospective Contractors to submit proposals for replacement of two (2) transfer switches at the Provincial Office Building (POB) in Brandon, Manitoba as further described in Section 1 of the RFP Particulars (Appendix 3) (the “Work”). In consideration of Manitoba’s procurement policies and applicable trade agreements, for this Solicitation, preference will be given to Canadian suppliers who have submitted compliant submissions meeting all essential requirements of the solicitation. Manitoba may re-issue this tender at its sole discretion. Manitoba and the Contractor acknowledge and agree that, upon contract award, the Contractor shall collaborate with Manitoba to identify and procure an alternative product in cases where a non-Canadian manufactured product has been proposed. Alternative products made in Canada will be preferred and must be equivalent in quality and performance to the originally specified product, where possible. Any cost variances shall be substantiated with supporting documentation, including invoices and receipts. The work is being done at the Provincial Office Building, 340 - 9th Street, Brandon, Manitoba. The scope of work includes, but is not limited to, the removal of the existing two (2) transfer switches and installation of two (2) new transfer switches. Work site location will be occupied during construction. Procurement and Supply Chain (PSC) is administering this RFP process. For the purposes of this procurement process, the “RFP Contact” will be: RFP Contact: Irma Melegrito Email: bids@gov.mb.ca Subject Title: Project No. 2025-124-4645-P Transfer Switches Replacement Proponents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba or CPPD other than the RFP Contact, concerning matters regarding this RFP. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s proposal. An optional site visit has been scheduled as follows: Location: 340 - 9th Street, Brandon, Manitoba Date and Time: April 15, 2026, at 1:30 PM central time Proponents are to meet at main entrance lobby of 340 - 9th Street, Brandon prior to 1:30 PM to sign the site attendance sheet. Proponents are to pre-register for the site visit by email to the RFP Contact at bids@gov.mb.ca. Deadline for registration is 2:00 PM, April 13, 2026. If proponents are not available to attend the above scheduled optional site visit, but still wish to view the site, an appointment may be arranged by contacting the RFP Contact. Proponents are not entitled to rely on information received from CPPD, the Owner’s representatives or other third parties at the site visit unless the RFP Contact has provided the information in writing. Deadline for questions April 22, 2026. All questions must be submitted to the RFP Contact at bids@gov.mb.ca. CPPD will only address questions that were sent to this email address. Bid submission deadline is April 29, 2026 at 4:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX.
