Provision of Structural Repairs and Planned Maintenance to Blackpool Tower Winter 2026/7 and Summer 2027

Blackpool Borough Council is seeking a qualified Remedial Works Supplier to perform structural repairs and planned maintenance for the Blackpool Tower. The project is divided into three primary phases: the Winter Works 2026/27 package occurring during operational closure from November 2026 to March 2027, the Summer Works 2027 package during the operating season from April 2027 to November 2027, and subsequent ad-hoc maintenance based on annual inspections beyond November 2027. The estimated total value of the contract is 4,000,000 GBP including VAT, with a potential option to extend for one year into 2028. The contract is an open competition particularly suitable for small and medium-sized enterprises, with an award based on a 10% weighting for social value. Mandatory requirements for bidders include professional indemnity insurance of 5 million GBP and employer's and public liability insurance of 10 million GBP each. Technical qualifications are strictly enforced, requiring IRATA level 3 supervisors, IRATA level 1 or 2 technicians, and project managers who are Chartered Members of the Institution of Civil Engineers or the Institution of Structural Engineers.
