The Department of Justice’s Federal Bureau of Prisons plans to negotiate a sole source contract with the American Psychological Association (APA) to provide advertising recruitment services aimed at hiring clinical psychologists for its Psychology Services Branch. The APA was selected due to its unique ability to reach a broad and diverse audience of mental health professionals and scientists through its well-established publications, such as The Monitor Psychology and psychGRAD magazines, which are distributed directly to over 148,000 psychologists and graduate students at various professional and educational settings. This exclusive relationship is expected to maximize the visibility and effectiveness of the Bureau's recruitment efforts within the specialized field of clinical psychology. The procurement is grounded in statutory authority that permits sole source awards when only one responsible source is available, supported by the specific Federal Acquisition Regulations cited. While the notice allows other interested parties to express interest and demonstrate their capability to meet the specialized recruitment needs by the set deadline, the government reserves the right to proceed without competition if deemed appropriate. The contract, identified under solicitation number DJBP0700COBOJ4H10005, falls under the NAICS code 813920 for professional organizations, and the primary point of contact is Timothy N. Ely at the Bureau of Prisons in Washington, DC. This approach ensures targeted outreach to qualified psychology professionals, enhancing the Federal Bureau of Prisons’ capacity to fill critical clinical psychologist positions effectively.

The Department of Justice, Federal Bureau of Prisons, intends to negotiate a sole source procurement with the American Psychological Association, further refered to as APA, for advertising recruitment services in APA's multiple forms of media as part of BOP's Psychology Services Branch recruitment initiatives to hire clinical psychologists. It has been determined that awarding this sole source procurement would be beneficial to the Psychology Services Branch recruitment efforts due to APA's ability to reach the diverse field of mental health practitioners and scientists. APA is the largest association of psychologists worldwide and is the only association that combines a wide array of topic areas, including addiction, anger, emotional health, violence, and trauma. APA's magazines, The Monitor Psychology and psychGRAD are the only magazines that are read by over 148,000 APA psychologists and psychology graduate students. Unlike other subscriptions, these magazines are sent directly to private practices, mental health facilities, Fortune 500 companies, schools, and educational settings. Awarding this sole source procurment will ensure that the Bureau of Prisons, Psychology Service Branch recruitment advertisments are seen by APA's members and anyone else currently seeking a psychology position. The statutory authority is 41 U.S.C. 253 (c)(1), Only One Responsible Source, FAR 6.302-1 (1)(i) & FAR 13.002(a). The applicable NAICS code is 813920 (Professional Organizations). Interested parties may identify their interest and must provide evidence of their capability to resond to this requirement by 5pm, Tuesday, March 9, 2010. Any interested party must be able to supply the government with advertising services that satisfy the need of the Psychology Services Branch to strictly target professionals in the field of psychology through multiple forms of media, and must be able to provide evidence of their ability to reach these professionals including, but not limited to past performance and current readership by psychological professionals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this requirement based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement in the future.
