RFP-PW-PUBLIC ART AT MINNESOTA STREET PROJECT
Solicitation # 1760
The City of Saint Paul, in partnership with Public Art Saint Paul, is soliciting proposals from professional artists or artist teams to design and install site-specific, permanent public artwork for the Minnesota St. Reconstruction Project. The project focuses on two enclosed skyway connections, specifically Bridge 11 and Bridge 21, and requires the use of media suitable for a skyway environment, such as lighting, glazing, flooring, or architectural surfaces. The total budget for the project is 71,000 dollars, which must cover all expenses including design, fabrication, installation, insurance, and transportation. Proposals must be submitted as a single PDF not exceeding 10MB via the City's supplier portal by 3:00 PM CST on October 23, 2026. Required submission materials include a letter of interest, artist resumes, up to ten work samples, preliminary concept sketches, and two professional references. The selected artist will be responsible for a design phase producing dimensioned scale drawings and models before proceeding to final installation. Performance must be completed within two years of the agreement's effective date. Prime contractors are also required to report payments to subcontractors through the B2Gnow system to comply with the Vendor Outreach Program. Award selection is based on a scoring system by a staff committee, and the final contract is contingent upon mutual agreement on the work plan and compliance with all city terms and conditions.
