PUBLIC INFORMATION OFFICER AND STRATEGIC COMMUNICATIONS SERVICES
Solicitation # 25-R08
The Stanislaus Council of Governments (StanCOG) is seeking a single qualified firm to serve as its Public Information Officer and provide strategic communications counsel on an as-needed basis. Because the agency lacks in-house communications staff, the selected consultant will be responsible for establishing a proactive communication capability to inform the public, member agencies, and partners about regional transportation decisions and fund administration. The engagement is structured in two primary stages, beginning with the development of a comprehensive strategic communications plan, followed by the implementation of that plan through individual Work Orders. Key services include media relations, crisis management and rapid response, proactive storytelling, community and stakeholder engagement with Spanish-language capabilities, and support for California Public Records Act requests. The contract features an initial term of two years with a compensation cap of $500,000, and includes an option for StanCOG to extend the agreement for up to three additional years at its sole discretion. The firm must identify a named Public Information Officer and Senior Communications Counsel, who may be the same individual if they meet all criteria. Award selection is based on a points-based evaluation of the firm's understanding of the agency's needs, personnel qualifications, and overall approach. The selected consultant must comply with various regulations, including Title VI of the Civil Rights Act, the Americans with Disabilities Act, and California Labor Code Section 1775 regarding prevailing wage rates. Proposals are due by October 6, 2026.
