Contractors must submit updated information by July 1, 2026, even if previously registered, as failure to respond will result in exclusion from future bid opportunities. Eligibility requires active registration with the California Department of Industrial Relations and a valid, current license issued by the Contractors State License Board, with no additional socioeconomic, small business, or federal certifications collected or required. Submission is made via a standardized form, either electronically through email to pw-publicprojects@oxnard.org or by mail to the city’s Finance Department at 305 West Third Street, Oxnard, CA 93030. The city emphasizes that registration does not constitute prequalification, certification, or endorsement, nor does it guarantee receipt of solicitations; contractors are encouraged to use the Planet Bids Portal for official project postings and electronic bid management.
