AI Contract Overview
This solicitation issued by Blair County, Pennsylvania, seeks sealed electronic proposals by June 25, 2026, via the PennBid website for the provision of comprehensive medical services at the Blair County Prison. The proposals will be publicly accepted and reviewed during the County Commissioners' meeting on July 2, 2026, with awards made based on compliance with the County Code and the discretion of the Commissioners. The procurement emphasizes a performance-based approach without a formally specified contract type, with no small business or socio-economic set-aside requirements identified. The County reserves broad rights to reject or waive any bid irregularities and to clarify submissions as deemed necessary. Although no standardized federal contract clauses or FAR references apply, the solicitation includes detailed local contract requirements emphasizing compliance, particularly in security and operational specifications. The deliverables include two public safety grade small unmanned aerial systems (sUAS) equipped with advanced multi-sensor payloads, autonomous docking, and robust data security measures in line with NDAA Section 848 and Blue UAS Program standards. The systems must meet minimum performance thresholds such as a 35-minute flight time, IP55 environmental protection, and encrypted communications with multi-factor authentication. Bidders must provide comprehensive documentation including SSAE-18 SOC2 audit reports and detailed software licensing information. The contract spans a six-month performance period, with delivery expected within 90 days, and requires strict adherence to Pennsylvania data breach laws including immediate notification of any incidents. Key contract conditions address rigorous cybersecurity standards such as encrypted data at rest and transit, role-based access control, patch management, intrusion detection, physical security of hosting facilities, and data governance transparency. Personnel qualifications, vulnerability disclosure procedures, and incident response protocols are mandated. Optional contractual provisions include pricing for extended warranties, specialized training, and additional hardware or sensor systems. The solicitation process requires all proposal components—including compliance certifications, pricing, and technical documentation—to be submitted electronically through the PennBid portal by the specified deadline, with no exceptions for late or alternative submissions. The County maintains discretion over award decisions with no stated formal evaluation weighting, relying instead on mandatory compliance criteria tied to security, performance, and operational suitability for public safety missions within Blair County.
