San Bernardino County and the San Bernardino County Flood Control District are seeking pre-qualifications from qualified firms to establish a Board-authorized vendor list for on-call Public Works Maintenance Services. The contract period runs from January 1, 2027, through December 31, 2030, with services performed across various jurisdictional regions including the Foothills, High Desert, Low Desert, Mountains, and Valley. The scope of work is extensive, encompassing concrete work, traffic control, crack sealing, hazardous waste disposal, heavy equipment rental, weed abatement, pavement repair, fence installation, material testing, guardrail repair, street sweeping, electrical services, and comprehensive snow removal. Award decisions are based on best value, considering an optimal combination of quality, price, and technical qualifications. Proposers must pass an initial review gate and demonstrate the ability to provide necessary personnel, licenses, and equipment. A five percent local preference is applied during cost evaluations. Selected vendors must comply with California Prevailing Wage Laws for projects totaling 1,000 dollars or more and may be required to provide performance and payment bonds for projects exceeding 25,000 dollars. The County maintains strict quality control standards, including specific aggregate and binder testing, and requires all equipment to meet CAL-OSHA and air quality regulations.
