** 06 Sep 2024: The PAEI RFP deadline for Proposal submission has been extended to 13 Sep 2024, 1200 EST. Please closely review the Amended RFP posted to this SAM.gov Combined Synopsis/Solicitation before submitting or resubmitting your Company's Proposal. ** 04 Sep 2024: The PAEI RFP deadline for Proposal submission has been extended to 11 Sep 2024, 1200 EST. There will be an Amended RFP issued shortly and posted to this SAM.gov Combined Synopsis/Solicitation. Please review the Amended RFP when it is posted in order to finish developing all Proposals. In 2023, Defense Counterintelligence and Security Agency (DCSA) Background Investigation (BI) established a Publicly Available Electronic Information (PAEI) branch which was designated to integrate PAEI as a data source within the background investigation and support the research needed for the implementation of PAEI. To meet DCSA's established implementation timelines, in FY25 DCSA will pursue a risk-based implementation strategy that will focus on investigations with known indicators and high risk/threat populations. DSCA will pursue PAEI implementation in tandem with Trusted Workforce 2.0 (TW 2.0). TW 2.0 standards require a PAEI check at the moderate and high tier investigation levels. DCSA is looking to procure a web-based platform/tool that accesses public data from across the internet and compiles reports and data from PAEI (i.e. social media, public records, web articles, and more). DCSA requires, either through licenses or an automated delivery service accounted by number of records, the ability to search for and receive data from PAEI sources to enhance the BI analysts decision in their ability to determine trustworthiness of the subject of investigation. These search capabilities must be automated, scalable, have modifiable query capabilities to refine search criteria based on requirements, and provide information to include but not limited to, videos, images, original posts, shared posts, comments on threads or postings, and actions such as - likes or other demonstrated action toward something which has been posted and is publicly available to view.

DCSA INNOVATION GATEWAY
Solicitation # HS0021-26-CSO-DCSA
The Defense Counterintelligence and Security Agency (DCSA) Innovation Gateway, solicitation HS0021-26-CSO-DCSA, is a commercially focused initiative designed to partner with creative companies to solve critical mission challenges through prototype projects. Operating as a general announcement from June 23, 2026, through June 22, 2031, the program focuses on four primary technical priorities: Digital Transformation Enablement, Data Integration and Advanced Analytics, Cyber and Industrial Security, and Digital Workforce and Governance. Awards are issued as Other Transaction Agreements (OTA) in accordance with 10 U.S.C. 4022, requiring participants to be nontraditional defense contractors, small businesses, or provide significant cost-sharing. The procurement process is driven by separate Innovation Calls published via Sam.gov, and the government will only review proposals submitted in response to these specific calls. Interested parties must submit a Solution Concept Paper using the mandatory template, which is evaluated based on problem understanding, proposed concept and vision, and technical approach. The selection process consists of three phases: evaluation of concept papers, an optional full project proposal or demonstration, and collaborative negotiation for the final award. To be eligible, vendors must maintain active registration in the System for Award Management (SAM) and the Procurement Integrated Enterprise Environment (PIEE), possess any required security clearances specified in the call, and mitigate any organizational conflicts of interest.
