All offers must include unit and total pricing, confirmed RTAT, and a declaration of whether the proposed RTAT meets or exceeds the government’s requirement; failure to meet the RTAT without excusable cause triggers a per-unit-per-month price reduction, capped at a specified maximum, without limiting the Government’s right to terminate for default. All delivered items must be accompanied by complete inspection records retained for 365 days post-delivery and must be packaged per MIL-STD-2073. The Government retains full inspection rights, and any substitutions or design changes require prior written approval, classified under specific code categories. The solicitation mandates adherence to updated federal clauses including certified cost or pricing data requirements, cybersecurity maturity model certification, small business subcontracting plans, equal opportunity protections for veterans and workers with disabilities, and cost accounting standards certification. All participants must be authorized distributors of the original manufacturer, with proof submitted via signed letterhead. Freight is FOB Origin, handled by the Navy under CAV protocols, and delivery before the scheduled date is encouraged. The contract includes provisions for testing and evaluation if the item is deemed beyond repair, with a capped NTE fee for such efforts. The award will be issued bilaterally, requiring written contractor acceptance. The offeror must compare the repair price to the cost of purchasing a new unit, and all required documentation—including technical references—is accessible via official DoD platforms.
